The indicator measures the number of implemented social protection innovations (new services, approaches, etc.) which passed the pre-defined criteria of a “successful piloting”.

How to Collect and Analyse the Required Data

Calculate the indicator's value by using the following methodology:

 

1) Pre-define the criteria of a “successful piloting”. This can include, for example:

  > the pilot was able to provide clear evidence of its benefits, especially when compared to the existing services or approaches

  > the pilot can be scaled up in a cost-efficient way

  > scaling up the pilot does not face any major opposition from the main stakeholders in the given (sub)sector

  > the pilot provided clear lessons learned and recommendations for its scale up

 

2) Assess whether the pre-defined criteria were met by reviewing relevant documentation and conducting interviews with the concerned personnel.

 

3) Calculate the number of implemented pilots which meet the pre-defined criteria.

Important Comments

1) Proving the benefits of the given pilot might require you to conduct a survey involving a control group, enabling you to assess the actual benefits brought by the new service or approach.
